Star Trek Picard S3E9 (Spoiler)

Wherein I like the show despite myself. Spoilers under the cut.(big ones)
The build up seemed glacially slow but then everything happened this episode.
I'm not heartless: I liked seeing the Enterprise D again at the end of the episode but I have a long laundry list of complaints.
Underuse of Raffi and Seven. Under use of the E-D crew, they spent all this time reassembling them all but there isn't really enough for them all to do.
Jack just instantly runs off and gives the borg what they wanted all along for even less reason than he ever had to surrender to Vadic.
They've been talking bout Janeway all season now suddenly Shelby is the Admiral in charge, and gets killed off unceremoniously no less. (I spoiled myself that she was in it, and I had hoped for a reference to her husband from the New Frontier books but nothing doing)
Seven does become Captain of Titan as I originally predicted but since her unassimilated crew consists of just Raffi that doesn't mean much does it?
I assumed when they were going to the museum that they were going to crew everything because one ship with just a bridge crew isn't going to cut it against all of assimilated Starfleet. So I assume technobabble solution ahoy next week. I don't know how they are going to wrap all this up satisfactorily.
And of course the crowing annoyance, the ignoring of the show's own last season and not mention that Jurati was Borg Queen and on the Federation's side last time we saw the borg. It was obliquely mentioned earlier in the series. But that's not enough. Why the hell doesn't it get mentioned if only to say Jurati can't help, now?
Despite all this though, like I said those last scenes were really good and I do like it and want to see it conclude strongly next week but it's more despite myself? Like S1 and s2 were shows I idn't like as much as I wanted to. This one I like more than I think I should.
